Meet Our Doctors
James L. Phipps, DDS
Dr. Phipps grew up in Ohio, New York, and California. He returned to Ohio to finish high school in Sylvania. His undergraduate studies were in the Honors Program of the College of Administrative Science at the Ohio State University, where he majored in marketing and finance. Dr. Phipps graduated from the College of Dentistry at OSU in 1975 and was among an elite group of candidates accepted into the General Practice Residency program at St. Vincent Hospital and Medical Center in Toledo, Ohio. The residency provided hospital-based advanced training in anesthesia, medicine, surgery, and oral-facial trauma. The program also united Dr. Phipps and Dr. Levin in their career-long partnership.
Dr. Phipps is a member, and has held a seat on the Board of Directors, of the Toledo Dental Society. Additionally, he is a member of the Ohio Dental Association and the American Dental Association. He is a founding member and serves on the Board of Advisors of the Seattle Study Club of Northwest Ohio. This internationally recognized organization provides case presentations, new technologies, and mentoring to its members well above those offered by component dental societies. The partners’ interest in advanced continuing education has carried over into their well-equipped and well-staffed modern practice in Bowling Green.
Along with his partners, Jeff Levin, George Hebeka, and Thomas “Ryan” Phipps, Dr. Phipps shares duties as the team dentists for many of the men’s and women’s athletic teams at the Bowling Green State University. The partners and staff provide similar services for the athletes at BGHS. The group practice of Doctors Phipps, Levin, Hebeka is a proud, long-time member of BGSU’s Falcon Club, President’s Club, and Champion’s Circle. Dr. Phipps is also a member of the Ohio State University President’s Club.
Dr. Phipps enjoys golf, boating, cooking, and most athletic events. His wife, Deedee, whom he married in 1973, is a registered dental hygienist. They reside in Bowling Green and have three grown children, Chad, Amy, and Ryan. They are also blessed with and five grandchildren. Their youngest son, Ryan, who earned his DDS from “THE” Ohio State University, has joined the practice of Drs. Phipps, Levin, & Hebeka.
Jeffrey J. Levin, DDS
Dr. Levin is an Ohio native who was born and raised in Akron, Ohio. Following graduation from Firestone High School, he attended Ohio State University, where he received a Bachelor of Science degree in Psychology. Deciding to stay in Columbus to follow his desire to become a dentist, he went on to become a Cum Laude graduate of the OSU College of Dentistry, receiving his Doctor of Dental Surgery in 1975.
Upon graduation, Dr. Levin was inducted into the Omicron Kappa Upsilon National Dental Honorary Society. In addition to scholarship, members of OKU have, “demonstrated exemplary traits of character and potential qualities of future professional growth and attainments.”
Following his formal education, Dr. Levin was accepted into a hospital-based General Practice Residency at Toledo’s St. Vincent Hospital. It was during this internship that Dr. Levin teamed up with fellow GP resident James Phipps, DDS to begin their careers together and establish a dental practice in Bowling Green, Ohio. Since its inception in 1976 at the Wood County Hospital Medical Building, their group practice has grown to be one of the area’s largest and most respected dental offices.
The addition of George Hebeka, DDS in 2005, and Ryan Phipps, DDS in 2012, signifies the commitment to excellence and continuity of care that Drs. Phipps and Levin began nearly 40 years ago. The practice of Drs. Phipps, Levin, Hebeka, & Associates is always on the forefront of evaluating and implementing proven new technologies and techniques in the diagnosis and treatment of dental problems.
Dr. Levin is a member of the American Dental Association, Ohio Dental Association, and the Toledo Dental Society. He also is a founding member/advisor of the Black Swamp Chapter of the Seattle Study Club, as well as the current Head of Dentistry at the Wood County Hospital. Dr. Levin and his wife, Sheryl, live in Monclova Township. They have a son, Eric, and daughter-in-law, Ilana, who live in Chicago with their sons, Max and Reed. The Levins also have a daughter, Alyssa, and son-in-law, Jeremy, who have made their home in the Toledo area with their children, Charlotte, and Jack. When Dr. Levin is not at the office or engaged in dentistry, he enjoys family, friends, travel, high-tech, multimedia, water sports, and (unfortunately too much) good food.

Dr. Hebeka was born and raised in the Detroit area. He attended Wayne State University on a four year, full academic scholarship and earned a bachelor degree in Biological Sciences in 1995.
